Phase 1: Stabilize & Modernize

Complete Legacy Code Modernization
- Finalize the remaining 50% of legacy code migration to modern .NET (e.g., .NET 8).
- Refactor critical business logic for maintainability and performance.
Improve Observability
- Implement centralized logging, monitoring, and alerting (e.g., with Serilog/LOKI/Grafana).
Architectural Governance
- Establish architectural standards and reusable patterns (e.g., microservices, domain-driven design).
